Policy brief | What is the future for global cooperation on democracy?
In March the second Summit for Democracy was held as debates intensify about the place of international democracy support in the new geopolitical landscape. This policy brief, published by the Forum 2000 just before the summit, assesses the state of play in global democratic cooperation and suggests how it might be best developed. This will be the task for South Korea, which will host a third Summit for Democracy, as well as for other global democracy actors, both among the governments and within the civil society.
Populism as a free path to authoritarianism? | Public conference in São Paulo, Brazil
On March 17, 2023, the Forum 2000 Foundation and Democratic Solidarity, in cooperation with the Getulio Vargas Foundation and the Fernando Henrique Cardoso Foundation, organized the public conference “¿El Populismo como vía libre al autoritarismo?” (Populism as a free path to authoritarianism?) to discuss the rise of populist political leaders in Latin America who, after reaching the presidency through elections, use their popularity to change the very rules that brought them to power, making the justice system vulnerable, harassing opposition leaders, and weakening the rule of law. During the conference, the panelists analyzed the links between populism and authoritarianism, and identified the mechanisms to protect democracies in Latin America.
We stand in solidarity with Vladimir Kara-Murza
More than 90 signatories joined in supporting Vladimir Kara-Murza, a member of the International Coalition for Democratic Renewal (ICDR), Russian opposition politician and prominent human rights activist. Signatories of the statement include Francis Fukuyama, Damon Wilson, Garry Kasparov, Carl Gershman, Alexandr Vondra, Wai Wai Nu, Michael Abramowitz, and Timothy Snyder, among other exceptional personalities.
Forum 2000 condemns politically motivated sentencing of Ales Bialiatski
Belarusian ICDR member, Nobel Peace Prize winner, and pro-democracy activist Ales Bialiatski has been sentenced to 10 years in jail. The sentencing is a violation of human rights, an insult to the principle of the rule of law and to human dignity, and a clear injustice. Forum 2000 strongly condemned this politically motivated conviction. The international community must denounce and condemn this injustice and demand the immediate release of Ales Bialiatski and other political prisoners in Belarus.
Unstoppable | Forum 2000 in Albania at regional conference
Forum 2000 collaborated with the Western Balkans Fund to prepare the “Unstoppable” regional conference on women and leadership, which took place from 20 to 23 February 2023 in Tirana, Albania. This event was supported by the Ministry of Foreign Affairs of Japan and the International Visegrad Fund.

Forum 2000 Foundation, within the Partners for Democracy Day, hosted the paper presentation titled “What is the future for global cooperation on democracy?” with Maiko Ichihara (Japan), Sook Jong Lee (South Korea), and Richard Youngs (United Kingdom). The public event was moderated by Hernán Alberro, Associate Fellow of the Forum 2000 Foundation. The Partners for Democracy Day was convened in the lead up to the second Summit for Democracy.

It Is Time for a Values-Based Economic “NATO” | Jianli Yang | “The problem is that individual democracies are still largely left to their own devices, at least formally, when it comes to economic warfare arising from fundamental value conflicts. Security alliances exist, but they were built to deal with military coercion, not economic coercion. To address this problem, I propose a values-based economic NATO for the world’s democracies.”

The Digitalization of Democracy: How Technology is Changing Government Accountability | National Endowment for Democracy (NED) | During the event, essay authors Krzysztof Izdebski (Poland), Teona Turashvili (Georgia), and Haykuhi Harutyunyan (Armenia) surveyed the major risks and opportunities that digital change in the public sector presents for state accountability. Drawing on their experiences across state and civil society institutions, these experts considered key principles that can enable stakeholders to work together in securing a democratic digital future.
