PASOS is seeking a Financial Manager

The Policy Association for an Open Society (PASOS), a network of policy centers, is seeking a Financial Manager to join a small management team based in Prague. The Financial Manager reports to the Executive Director, and is responsible for Budget and Finance, Administration, and takes on project management and other duties as needed. The Financial Manager should be capable of working with a high degree of independence, comfortable with a broad range of responsibilities, and skilled at communicating across cultural boundaries.

PASOS members provide policy advice to the region’s decision-makers and international organizations on issues as diverse as human rights, economic development, legal reform, management of governmental reforms, social policy, education, health, religion, international co-operation, small enterprise development, public participation and public sector management.

Main responsibilities (70%):

  • Develop and implement sound financial managament systems

  • Coordinate the preparation of and monitoring of the organization’s budget and project budgets,

  • Develop budget projections, track cash flow needs

  • Liaise with the accountant to ensure that the accountant has all proper information necessary for the production of accounts

  • Manage project finances, ensuring compliance with donor regulations, preparing financial reports according to donor reporting requriements, liaising with project partners and donor partners,

  • Develop and implement sound grant making procedures, liaise with grantees

  • Ensure regular reporting to the Executive Director and supervisory bodies on the financial situation of the organization and on the financial status of individual projects

  • Undertake contracting and procurement procedures, and ensure that they are legally sound.

Additional responsibilities (30%):

  • Manage administration of organization, including coordinating mandatory reporting to Czech authorities, record-keeping according to Czech regulations, infrastructure, equipment and supplies,

  • Liaising with Czech partners in the NGO community, Czech authorities

  • Project management, as needed for particular PASOS projects

  • Additional tasks on an ad hoc basis, such as events planning, administrative support to grant competitions

Qualifications:

  • A University degree, preferably in an appropriate field (Accounting, Finance, Management)

  • At least 2 years of experience managing EU-funded projects

  • Excellent working knowledge of English and Czech. Russian language skills would be considered an asset.

  • Excellent communication skills, including an ease with communicating with a broad range of international contacts.

The PASOS Secretariat is based in Prague, but team members also work remotely. The working language of the network is English, however, the Financial Manager is the team member who ensures that the Secretariat can also communicate in Czech. Applicants are invited to submit their c.v. by November 23rd, 2015 to .
